Court bundle builder
Court bundle builder: merge, index and paginate your evidence into one PDF
Upload your evidence (PDFs, scans, phone photos, a WhatsApp or Telegram export, an email export) and get one PDF: an index with page ranges at the front, the documents in the order and sections you choose, a number on every page ("Page 12 of 340", section numbers like B14, or a Bates number like SMITH-000012) and a bookmark for every section and document. The index and the first pages are free to check, with no sign-up. The whole bundle is $5, one payment, no subscription. A chat assistant cannot merge files or stamp pages; this tool does exactly that, and nothing else.
- PDFs, scanned PDFs, photos (JPG, PNG, HEIC), WhatsApp, Telegram, Messenger and Instagram exports, and emails (MBOX, EML)
- Index at the front with sections, document titles, dates and page ranges; each line links to its page
- Choose the numbering: Page X of Y, section numbers (A1, B1) or Bates numbers with your prefix
- Every page fitted to A4 or US Letter without cropping; the number never covers the document
- A bookmark for every section and document, with its page number
- Reorder, rename, date and regroup on screen; the bundle is rebuilt in seconds
- Index and first pages free · whole bundle up to 1,000 pages $5, one payment

What you get back
One PDF ready to send or upload, plus the index on its own. Nothing is retyped: your documents go in as they are, fitted to one paper size, with the bundle's own page number added in a strip at the foot of each page.
- The bundle PDF: index first, then every document in your order, grouped into sections A, B, C. Each index line is a link to the first page of that document.
- Page numbers computed by the tool on every page: continuous numbers that match the PDF page numbers, section numbers that restart at A1 and B1, or Bates numbers with your prefix, start number and digits. You can also print both.
- Bookmarks for the index, each section and each document, showing the page where it starts.
- Chat and email exports turned into readable records first: every message or email in date order, with a cover page that gives the SHA-256 fingerprint of your export file.
- The index as a separate PDF and as a spreadsheet (CSV) with titles, dates, page ranges, Bates ranges and the SHA-256 of every original file.
A chatbot, a desktop PDF editor, and this tool
ChatGPT, Claude and Gemini are useful for drafting a chronology or a list of documents. What they cannot do is take your files and hand back one paginated PDF.
| What you need | A chatbot | This tool |
|---|---|---|
| Drafting a chronology or a list of issues | Good at this when you paste in the facts | Not needed for that; use the chatbot |
| Merging 40 PDFs, scans and photos into one file | Cannot merge files; at best it describes how to | Merges them in the order you set |
| A number on every page | Cannot stamp pages | Page X of Y, section numbers or Bates numbers on every page |
| An index with page ranges | Can type a list, but it cannot know where each document starts | Computed from the real page counts, with clickable lines |
| Bookmarks and one paper size | Not possible in a chat | Bookmarks for every section and document; A4 or US Letter |
| WhatsApp chats and emails in the bundle | Struggles with a whole export | Turned into dated records, then added as documents |
How to make a court bundle

Why a chat assistant cannot make a bundle
A bundle is a file job, not a writing job. The PDFs have to be opened and merged, scans and photos turned into pages of one size, every page stamped with a number, and the index written from the actual page counts, so that "Tenancy agreement, pages 4 to 11" is true. Chat assistants work with text in a conversation. Some can read an uploaded PDF, but they do not hand back your documents merged and numbered, and an index typed by a chatbot cannot know where each document will start.
This tool does the mechanical part and nothing else. It counts the pages of every document, works out the page ranges, writes the index, stamps the numbers and adds the bookmarks. No AI model reads your documents unless you press "Suggest titles and dates".
Numbering styles and the rules they follow
Rules differ by court and change over time, so the tool offers the common styles and leaves the choice to you. "Page 12 of 340" numbers the whole bundle from the first page, so the printed number matches the PDF page number. That is what the judiciary's general guidance on electronic court bundles (England and Wales, 2021) asks for, and the 2026 Employment Tribunal guidance says the first page is page 1 and sections are not numbered separately.
Section numbering restarts in each section: A1, A2, then B1. Family Procedure Rules Practice Direction 27A, in its version in force from 2 March 2026, calls this "Bates numbering" and says the index at the front is not paginated, so the tool leaves the index unnumbered in this style. In US litigation, a Bates number is a prefix plus a running number on every page (SMITH-000001), used to refer to pages in document production.
What people use it for
- A self-represented parent preparing a bundle for the family court
- A tenant putting together a deposit or repairs dispute: the tenancy agreement, photos, letters, emails and WhatsApp messages with the landlord
- An employee or employer preparing the hearing file for an employment tribunal
- A small firm stamping Bates numbers on a document production
- An HR investigator assembling interview notes, emails and chat logs into one indexed report
Limits, and what this tool does not do
One bundle holds up to 300 documents. One payment covers bundles up to 1,000 pages including the index; Unlimited covers up to 3,000 pages. Uploads can be up to 1 GB in total. Word files are not accepted: save them as PDF first. PDFs that need a password to open cannot be used; PDFs that open without one are included even if they have copy or print restrictions.
Text in your PDFs stays searchable. Scans and photos are not made searchable (no OCR), and pages are fitted to the paper size, not rotated to read the right way up, so check sideways scans before you upload. Voice notes in a chat export are listed by file name and length, not transcribed; for transcripts, use WhatsApp Chat to PDF first and add that PDF to the bundle.
NoCutoff formats the bundle. It does not decide what goes in it, and nothing on this page is legal advice. Courts limit what a bundle may contain: Practice Direction 27A, for example, leaves out emails, text and WhatsApp messages and photographs unless the court directs otherwise, and limits a family e-bundle to 350 A4 pages without the court's permission. Check the rules and any order in your case, and ask the court or a lawyer if you are unsure.

Questions and answers
How do I make a court bundle from my documents?
Upload the documents here, put them into sections and order, give each one the title and date it should have in the index, and choose the page numbering. You get one PDF with an index at the front, a number on every page and bookmarks. The index and first pages are free; the whole bundle is $5.
Can ChatGPT make a court bundle?
It can help you draft a list of documents or a chronology, but it cannot merge your PDFs and photos, stamp page numbers on them or work out where each document starts. This tool does those file steps and builds the index from the real page counts.
Can I add Bates numbers to a PDF?
Yes. Choose Bates numbering, type a prefix such as SMITH- and the first number, and every page gets a number like SMITH-000001. You can print page numbers and Bates numbers together, and the CSV lists the Bates range of every document.
Does it follow Practice Direction 27A?
It offers what PD 27A describes: section numbering (A1, B1) with an unnumbered index, bookmarks that show page numbers, A4 pages and a 12 point index. Which documents belong in the bundle, the order of sections and the 350-page limit are for you and the court; the tool does not check your bundle against the rules.
Which files can I put in a bundle?
PDFs (also scanned), photos in JPG, PNG, HEIC, WebP or TIFF, WhatsApp exports, Telegram Desktop exports, Facebook Messenger and Instagram downloads, emails as .mbox or .eml, plain text, and .zip files containing any of these. Word files need to be saved as PDF first.
Can I change the order after the bundle is made?
Yes. Reorder, rename, regroup, change dates or numbering at any time, and the bundle, index and page ranges are rebuilt. After you unlock a bundle you can download it again after every change at no extra cost.
How many pages can a bundle have?
One payment covers a bundle of up to 1,000 pages including the index, with up to 300 documents. Unlimited covers up to 3,000 pages. Your court may set a lower limit, such as 350 pages for a family court e-bundle in England and Wales.
How much does it cost?
The index and the first pages are free without an account. The whole bundle is $5, paid once, with the bundle PDF, the index PDF and the CSV. Unlimited costs $29 a month or $180 a year and covers every tool on the site.
Are my documents private?
Only you can open your upload. Your documents are not sent to an AI model unless you press "Suggest titles and dates"; then the first part of each document's text is sent to a model provider to suggest a title and date, through routes that do not use your data for training. Uploads made without an account are deleted after 7 days, and you can delete a job and its files yourself at any time.
