Evidence bundle for an employment tribunal, as one paginated PDF

Employment tribunals in England and Wales usually want the documents for a hearing in one file: in a sensible order, numbered from page 1, with an index. Upload the contract, letters, emails, messages and notes, put them in date order, and get one A4 PDF with page numbers that match the PDF, a clickable index and bookmarks. The index and the first pages are free; the whole bundle is $5, one payment.

What the tribunal guidance asks for

The Presidential Guidance on mode and listing of hearings, remote participation and electronic documents for England and Wales took effect on 4 June 2026. Where the tribunal orders electronic documents and at least one party has a representative, para 24 asks for the hearing file (many people still call it the bundle) as a PDF, numbered electronically, with the first page numbered page 1 and no separately numbered sections, page numbers that match the PDF page numbers, an index at the front that is hyperlinked or supplied as a separate PDF, bookmarks for significant documents, and pages resized to A4. Tribunals must have regard to the guidance but are not bound by it.

The general case management guidance (2018, Guidance Note 2) explains that the parties first agree which documents go in, and that one party, often the respondent, then prepares the bundle in a proper order, usually chronological, and numbers each page.

How to use the tool for a tribunal file

  • Keep the numbering on "Page 12 of 340" and leave "Number the index pages too" on, so the index is page 1
  • Use sections only as headings in the index, for example "Contract and policies", "Grievance", "Dismissal"; the page numbers run on through them
  • Press "Sort by date" inside each section, then adjust by hand
  • Give bookmarks useful names by naming documents the way you will refer to them at the hearing
  • Download the bundle and the index PDF, and send them in the way the tribunal has directed

Limits worth knowing

The tribunal guidance asks for searchable text (OCR) and for sideways pages to be turned to read left to right. Text in your PDFs stays searchable, but this tool does not run OCR on scans or photos and does not rotate pages to read the right way up, so fix sideways scans before you upload. Voice notes in a WhatsApp export are listed, not transcribed. NoCutoff formats the bundle; it does not decide which documents are relevant and does not give legal advice. Scotland has its own tribunal rules and guidance.

How the tool works, what it costs and how your files are handled is on the Court Bundle Builder page; prices for every tool are on the pricing page.

Questions and answers

Who prepares the bundle in an employment tribunal?

The tribunal's orders say. The 2018 case management guidance notes that one party prepares it, often the respondent, after the parties agree the contents. A claimant can still use the tool to organize their own documents for that discussion.

Do the page numbers match the PDF?

Yes, with the default settings. The index is page 1 and every page after it is numbered on, so page 112 in the stamp is page 112 in the PDF viewer.

Can I include WhatsApp messages and emails?

Yes. Upload the WhatsApp export or the .mbox or .eml files and each becomes a dated record in the bundle. Whether they are relevant is for you, the other side and the tribunal.

How much does it cost?

The index and the first pages are free without an account. The whole bundle, up to 1,000 pages, is $5, paid once.
